(TAP) - On the afternoon of April 23, within the framework of the Vietnam - South Korea Economic Forum, 73 agreements on technology cooperation and investment were signed. The event took place during the official visit to Vietnam by South Korean President Lee Jae Myung, with the attendance of Vietnamese Prime Minister Le Minh Hung, along with senior leaders and business communities from both countries.

According to the Government of Vietnam’s official portal, this year’s forum was held under the theme “Advancing Industry, Investment and Science-Technology Partnership”, focusing on practical cooperation directions that lay the groundwork for a deeper phase of bilateral integration between Vietnam and South Korea. Both sides agreed to promote cooperation across three strategic pillars: high-tech industry; sustainable investment linked with domestic enterprises; and science and technology, with an emphasis on areas such as innovation, digital transformation, and emerging technologies.
Out of the 73 agreements, 14 are memoranda of understanding (MOUs) between ministries, sectors, and localities, along with one investment policy approval decision and four investment registration certificates. The majority of the remaining agreements are business-to-business partnerships, spanning a wide range of sectors such as energy, finance, technology, telecommunications, processing and manufacturing industries, infrastructure, trade, tourism, and aviation. Notably, many of the agreements focus on future-oriented technology sectors. The National Innovation Center has partnered with SK Telecom and SK Innovation to develop infrastructure for an artificial intelligence ecosystem and data centers in Vietnam.
In the semiconductor sector, FPT signed an agreement with the Korea Fabless Industry Association (KFIA) to promote research and development of next-generation chip technologies, while also strengthening the training of high-quality human resources. The company also established a strategic partnership with GS Engineering & Construction to develop advanced data center infrastructure, optimize energy efficiency, and integrate artificial intelligence. In the field of AI technology, Saigontel, together with its South Korean partners, including FuriosaAI, reached a cooperation agreement on the research, development, and production of AI chips, aiming to master core technologies domestically.
Alongside these are large-scale projects in the energy and industrial sectors. These include the Quynh Lap LNG-fired power plant project involving PV Power and SK Innovation; the capital expansion project of Seojin Vietnam; and POSCO’s battery materials manufacturing project in Thai Nguyen. In the energy sector, Vietnam Electricity Group signed an agreement with Hyosung Heavy Industries to apply artificial intelligence in power grid management, while also researching technologies to enhance the stability of transmission systems.
Cooperation has also expanded into the healthcare and education sectors. VNPT is working with WAYCEN to develop AI-powered solutions for real-time endoscopic diagnostics. Meanwhile, Hyundai Bioscience, together with Vietnamese partners, is conducting clinical research on cancer treatment drugs.
In terms of human resource development, the Korea Chamber of Commerce and Industry has signed cooperation agreements with major training institutions such as Hanoi University of Science and Technology and the Posts and Telecommunications Institute of Technology, aiming to promote the training and exchange of high-quality technical personnel.
The signing of these 73 agreements is seen as a significant milestone, reflecting a shift in Vietnam - South Korea relations from a traditional outsourcing-based model toward deeper collaboration in high-tech industries, innovation, and sustainable development. This also serves as a foundation for both economies to enhance their competitiveness and adapt to fluctuations in global value chains in the coming period.
