Vietnam Hands Over Two Interpol Red Notice Fugitives to South Korea

(TAP) - On April 9, the Vietnam Government Information Facebook page reported that the Bac Ninh Provincial Police, in coordination with professional units under Vietnam’s Ministry of Public Security, had handed over two individuals subject to Interpol Red Notices to South Korean authorities.

The two individuals are Choi Wonsuk and Lee Yiseul, both involved in serious violations of law in South Korea. According to information published by the Vietnam Government Information Facebook page, Choi Wonsuk operated an illegal online horse-race betting website called “Daesang Horse Racing” (dsda777.com), organizing betting activities in locations such as Seoul, Busan, and Jeju, and involving racetracks in Japan. From February 8, 2024, to November 4, 2024, a total of 277 participants were involved, with total transaction amounts exceeding 5.9 billion won. On May 14, 2025, the Suwon District Court issued an arrest warrant, and on September 11, 2025, Interpol issued a Red Notice.

Meanwhile, Lee Yiseul was identified as a member of a phone scam ring that impersonated postal staff, prosecutors, investigators, and financial officials in order to appropriate victims’ assets. From March 23, 2025, to April 1, 2025, the group defrauded a total of 689 million won. Lee Yiseul was subject to an arrest warrant issued by the Uijeongbu District Court on August 19, 2025, and was placed under an Interpol Red Notice on September 15, 2025.

In early March 2026, during an administrative inspection in Vo Cuong Ward (Bac Ninh Province), Vietnamese authorities discovered that the two individuals had entered the country illegally, without valid visas, and were wanted internationally. The Director of Bac Ninh Provincial Police instructed relevant units - including the Investigation Security Division, the Office of the Police Investigation Agency, the Immigration Management Division, and specialized departments of the Ministry of Public Security - to coordinate verification and arrest efforts.

By April 6, Vietnamese police apprehended Choi Wonsuk and Lee Yiseul while they were hiding in Vo Cuong Ward. At the police station, both admitted to illegally entering Vietnam and moving across multiple localities to evade law enforcement. Bac Ninh Provincial Police issued administrative penalties for illegal border crossing without entry procedures, and simultaneously notified South Korean authorities for coordination. After completing legal procedures, on the evening of April 7, the two individuals were handed over to South Korean authorities at Noi Bai International Airport for further handling in accordance with the law.
